Assam Conman Who Impersonated CM’s Family Member Arrested After Dramatic Chase

A major breakthrough in Assam’s ongoing crackdown on white-collar crime came last night when police arrested Bidyut Bikash Bhuyan, a notorious fraudster who had been operating across multiple districts while impersonating a close relative of Chief Minister Himanta Biswa Sarma’s wife, Riniki Bhuyan Sharma.

Bhuyan, who often introduced himself as Dr. Bidyut Bikash Bhuyan, has been implicated in a series of high-value scams in Upper Assam, targeting retired officials, businessmen, and unsuspecting citizens with promises of lucrative government licences.

Arrest After Late-Night Chase

Police sources said Bhuyan was intercepted after a chase from Tihu, where he attempted to escape towards Siliguri along with a driver and two young women. Officers had been tracking his location for several days before moving in.

He was detained and kept overnight at Gorchuk Police Station, before being handed over to Dibrugarh Police, who had earlier registered cases of fraud against him.

Earlier Frauds: A Trail of Deception Across Upper Assam

Bhuyan’s latest arrest follows a long trail of allegations stretching across Upper Assam. A major case came to light when he allegedly swindled several individuals, including retired ONGC officers, by falsely claiming to be related to the Chief Minister’s family.

In one of the largest known cases, retired ONGC official Jibakanta Das of Sivasagar was duped of ₹52 lakh, which he paid in instalments after Bhuyan promised to arrange liquor shop and petrol depot licences. Bhuyan reportedly approached Das in 2023 through a mutual acquaintance, projecting himself as a well-connected insider who could secure critical approvals.

Victims say Bhuyan often dressed in white, carried official-looking documents in an expensive bag, and presented himself as a doctor — a tactic that helped him gain their trust. After collecting large sums, he would disappear, change numbers, and cut off all contact.

Das was eventually forced to approach a court in Baroda, Gujarat, to file a formal complaint, while the Assam Chief Minister’s monitoring cell initiated a separate inquiry into the matter.

Scale of the Scam

Investigations suggest that Bhuyan did not operate alone; multiple individuals across Upper Assam reportedly paid him lakhs of rupees each for promised licences and approvals. The total amount involved is suspected to run into crores of rupees.

Fresh Cases and Ongoing Interrogation

Multiple FIRs are already registered against him in different districts of Assam. Following his arrest, the two women and the driver travelling with him have been detained for questioning as police try to unravel the full network and identify other victims.

Bhuyan’s repeated claims of political connections, his strategic impersonation as a doctor, and his pattern of defrauding people under the guise of facilitating government approvals have made him one of Assam’s most notorious recent conmen.
