According to the document, a video conference held on January 4 between 8:01 pm and 8:41 pm was attended by senior BJP leaders, including Assam BJP president Dilip Saikia and members of the state cabinet. During the meeting, it was allegedly suggested that nearly 10,000 voters identified as “anti-BJP” in each Assembly constituency should be marked for deletion from the voter list. Gogoi claimed that party functionaries were instructed to prepare booth-level lists of such voters and that responsibility for implementing the plan in constituencies where the BJP had performed poorly was reportedly entrusted to a cabinet minister. The Raijor Dal leader said he became aware of the alleged plan after gaining access to the virtual meeting through the account of a BJP worker. He subsequently went public with the allegations in a Facebook Live broadcast on January 5, followed by a press conference in Dibrugarh a day later. Describing the alleged move as “electoral engineering,” Gogoi warned that the misuse of administrative mechanisms to influence voter rolls would undermine the very foundations of democracy in the state. The Memorandum The memorandum further notes that despite the seriousness of the allegations, neither the Chief Minister nor senior BJP leaders have issued any categorical denial of the specific charges. It also accuses the party of refusing to make public the video recording of the January 4 meeting. Raijor Dal has urged the Election Commission to secure all digital material related to the meeting, examine recent patterns of voter deletions across Assembly constituencies, and ensure complete transparency in the ongoing revision process.
