 Congress Releases ‘People’s Charge Sheet’ Against BJP Government in Assam

Guwahati: The Assam Pradesh Congress Committee (APCC) on Thursday released a “People’s Charge Sheet 2026” against the BJP-led Assam government headed by Chief Minister Himanta Biswa Sarma, alleging corruption, governance failures, and policy lapses during the 2021–2026 tenure.

20 Major Allegations Listed in the Charge Sheet

According to the Congress, the BJP government has allegedly established an illegal parallel economy through a centralised “syndicate system” operating from Dispur. The party accused Chief Minister Himanta Biswa Sarma, his close associates, cabinet colleagues, and family members of large-scale corruption and accumulation of illegal assets.

The charge sheet also alleges financial mismanagement, claiming that despite warnings from the Comptroller and Auditor General (CAG), the state government significantly increased its debt burden. The Congress accused the BJP of failing to grant Scheduled Tribe (ST) status to six indigenous communities despite decade-long promises.

The party further alleged that indigenous people have been displaced and their land handed over to corporate entities, calling it a betrayal of local communities. The Congress also accused the BJP government of violating the Assam Accord, particularly by failing to implement Clause 6, which aims to protect Assamese identity and rights.

On the NRC issue, the Congress alleged that the BJP stalled the process and created fear among citizens, claiming that the ₹1,600 crore spent on NRC was the “largest organised political scam” in Assam’s history.

The charge sheet also accused the BJP government of failing to secure national disaster status for Assam’s flood and erosion problems, and of failing to create new employment opportunities, instead projecting the filling of existing government vacancies as fresh job creation.

Other allegations include weakening public education and healthcare systems, and deceiving tea garden workers by failing to implement the promised ₹351 daily wage. The Congress also accused the government of selective “bulldozer actions” against common citizens and creating a climate of fear through encounter killings and what it termed a “cowboy-style” governance model.

The party claimed that crimes against women and children, including sexual violence and human trafficking, have increased, and alleged that the government has failed to ensure public safety. It further accused the BJP government of selling Assam’s natural resources to mining interests and forest mafias, and of ignoring the drug menace while focusing on publicity-driven actions.

The Congress also alleged that the government encouraged illegal and unscientific rat-hole coal mining, turning mineral-rich regions into “death valleys.” Additional allegations include suppression of press freedom, intimidation of journalists, and poor urban planning leading to waste mismanagement and chronic flooding in cities.

Submission to ‘People’s Court’

The Congress said the charge sheet has been submitted to the “People’s Court of Assam” on behalf of the citizens, with the Assam Pradesh Congress Committee representing the people of the state.
