The Indian Students Organization (ISO) has lodged a formal complaint against Additional Superintendent of Police (ASP) Gitartha Dev Sarma for his alleged excessive and premature use of lathi charge during a protest outside Baksa District Jail on October 15, 2025. The protest, which was held against the transfer of five individuals accused in the suspicious death of Zubeen Garg, turned chaotic, resulting in injuries to journalists, protesters, and police personnel.

According to eyewitnesses, the situation escalated when ASP Sarma ordered a lathi charge as a primary measure, followed by blank firing and tear gas. The ISO has condemned this action, citing violations of human rights and non-compliance with police guidelines.

The ISO has raised concerns that the premature use of lathi charge allegedly violates Article 21 of the Constitution, which guarantees the right to life and personal liberty. Furthermore, the organization argues that the police failed to follow a graduated approach in crowd control, prioritizing non-violent methods, as per BPR&D guidelines and Supreme Court rulings.

The ISO is demanding an independent investigation into the role of ASP Sarma and any potential directives that led to the alleged excessive use of force. The organization is also seeking disciplinary action against ASP Sarma for his actions. The ISO asserts that lathi charge should be used as a last resort and that the police should adhere to established guidelines to prevent such incidents in the future.
