Assam Cabinet approved JE reappointments, land allotment, major infra projects, industrial incentives, a ₹519 crore NABARD loan and cut VAT on aviation fuel.

The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma at Lok Sewa Bhawan, approved a series of administrative, infrastructure and investment-related decisions aimed at strengthening governance, boosting industrial growth and enhancing public services across the state.

Re-appointment of Junior Engineers

In a significant personnel decision, the Cabinet approved the re-appointment of 57 Junior Engineers (Civil) in the Public Works Department under Regulation 3(f). Their services had ceased following a notification issued on November 20, 2025, and they were unable to qualify in the recent APSC recruitment for 650 JE (Civil) posts.

The engineers have been serving the department since 2019 and have acquired considerable field experience and technical expertise. The government said their re-engagement would help retain skilled manpower and ensure continuity in ongoing infrastructure projects.

Land Allotment Under Mission Basundhara

The Cabinet also cleared the allotment of land pattas to 326 beneficiaries under Mission Basundhara, reinforcing the state’s efforts to resolve long-pending land-related issues and provide legal land rights to eligible citizens.

Approval for Agriculture College in Sribhumi

Administrative approval was granted for the establishment of a College of Agriculture at Patharkandi in Sribhumi district at an estimated cost of Rs 122.22 crore.

The proposed institution is expected to strengthen higher education infrastructure in the Barak Valley while offering technical guidance to farmers, agri-entrepreneurs and rural youth in the region. The government believes the project will serve as a catalyst for agricultural innovation and skill development.

Major Industrial Incentives Cleared

The Cabinet approved customised incentives under the Industrial and Investment Policy of Assam (IIPA), 2019 (as amended), for two major private investments.

M/s Bharat A to Z Private Limited will receive incentives to set up an integrated shipyard and container shipping line at Dharapur in Guwahati, with an approved investment of Rs 475 crore. The project is projected to create around 900 direct jobs and generate substantial indirect employment in allied sectors.

Similarly, M/s Hotel Polo Towers Limited has been granted incentives and facilitative support to establish a 100-room luxury five-star hotel in Silchar with an investment of Rs 103.92 crore. The hospitality project is expected to generate nearly 200 direct employment opportunities, along with additional jobs in transport, food supply chains, housekeeping and retail services.

Loan for Road and Border Infrastructure

The Cabinet approved the raising of a Rs 519 crore loan from NABARD to finance 241 infrastructure projects sanctioned under RIDF-XXXI. These projects fall under the Public Works (Roads) and Border Protection & Development Departments and will primarily benefit Sixth Schedule districts and inter-state border areas.

The funding is expected to accelerate road connectivity and strengthen infrastructure in strategically important and remote regions.

VAT Cut on Aviation Turbine Fuel

In a move aimed at boosting the aviation sector, the Cabinet approved the issuance of a notification under the Assam Value Added Tax Act, 2003, to reduce VAT on Aviation Turbine Fuel (ATF) from 23.65 paise to 18.65 paise in the rupee.

The reduction is expected to improve Assam’s competitiveness in aviation, encourage increased flight operations and enhance connectivity, thereby supporting trade, tourism and economic growth.

With these decisions, the state government signalled its focus on infrastructure expansion, industrial promotion, employment generation and administrative efficiency.
