The Chief Minister said the revamped portal has been introduced to make government transfers transparent, systematic and employee-friendly, enabling staff to seek transfers through mutual understanding.

“The Swagath Satirtha portal has been launched with the objective of making the government transfer process transparent and structured,” CM Sarma said.

Under the new system, employees will be able to select up to five districts while submitting their applications. The portal will go live from February 2, and all transfer-related work under Swagath Satirtha Portal 2.0 will be completed before March 31.

Transferred employees are expected to join their new workplaces from April 1. The Chief Minister urged all eligible employees to submit their online applications within 15 days and directed departments to complete all related procedures by March 7.

However, CM Sarma clarified that employees who have already availed the benefits of the earlier Swagath Satirtha portal will not be eligible under version 2.0.

Advance Salary Facility Announced

The Chief Minister also announced a new facility allowing government employees to avail advance salary during emergencies.

“Government employees will be able to take advance salary in times of need and repay it in instalments,” he said.

He added that the advance will be provided at very low interest, with shorter repayment periods attracting lower interest and longer durations carrying interest as per tenure.

Shraddhanjali Scheme Yields Results

Highlighting the success of the Shraddhanjali Scheme, CM Sarma said the initiative has helped bring back the mortal remains of Assamese students and working individuals who died outside the state.

Between September and February, 162 bodies have been brought back to Assam with dignity under the scheme.

“This has provided significant relief to families facing financial distress,” the Chief Minister said.

Property Registration App in the Pipeline

CM Sarma also announced plans to introduce a mobile application for property registration, allowing citizens to register flats or land from home without visiting government offices.

He directed the Chief Secretary to ensure the app is launched within the next year, starting initially with flat registrations.

CM Flags Corruption in Road Projects

Raising concerns over corruption in road construction, the Chief Minister alleged that some engineers of the Public Works Department prepare inflated project estimates.

“For a road project worth ₹2 crore, estimates of ₹6–7 crore are being prepared,” CM Sarma alleged.

He said strict measures would be taken to curb such practices and ensure accountability in public works.
