Congress alleges massive irregularities in Karbi Anglong Autonomous Council, seeks independent probe

The Congress on Friday launched a scathing attack on the Karbi Anglong Autonomous Council (KAAC), accusing it of serious financial irregularities and widespread corruption, and called for an independent, high-level inquiry into the Council’s functioning.

Speaking at a joint press conference held at Rajiv Bhawan, District Media Chairperson Charisma Rongpipi and Assam Pradesh Congress Committee (APCC) media spokesperson Mohan Rongpi claimed that huge public funds allocated for development in Karbi Anglong have failed to translate into visible progress on the ground. According to them, nearly ₹10,000 crore has been sanctioned to the KAAC between the 2016–17 and 2025–26 financial years, yet the region continues to lag in basic infrastructure and development outcomes.

The Congress leaders alleged that corruption within the autonomous body has reached disturbing proportions. They claimed that while payments to many contractors remain pending year after year, a small group of favoured firms allegedly receive regular clearances. Two companies—Kache Enterprise and M/s Inglong Enterprise—were named, with the party questioning the transparency of the tendering and billing processes.

Further allegations included the issuing of multiple work orders for the same infrastructure projects under different schemes, particularly in road construction. This practice, they claimed, is being used to divert public money. The party also accused the KAAC administration of awarding contracts to firms from outside Karbi Anglong, sidelining local contractors and denying employment opportunities to local youth. Many projects, they alleged, are deliberately over-estimated, resulting in heavy financial losses.

Taking aim at the Council’s administration, the Congress leaders said the KAAC is being operated like a private enterprise rather than a constitutionally mandated autonomous body. They alleged misuse of public funds, claiming to have evidence of online payments made to fuel stations in the name of “M/s KAAC.”

Raising alarm over the future of the region, Mohan Rongpi alleged that land and natural resources of Karbi Anglong are being handed over to corporate interests, posing a serious threat to the rights of indigenous communities.

The Congress directly urged Chief Minister Himanta Biswa Sarma to order an impartial investigation into the role of the Chief Executive Member (CEM) and the overall functioning of the KAAC. They warned that if no such probe is initiated, the Chief Minister would be held equally responsible for what they described as systemic corruption.

Concluding the press conference, the party asserted that the people of Karbi Anglong would not remain silent against corruption and exploitation, reiterating their demand for transparency, accountability, and the protection of land and resources as essential to the region’s future.
