Despite being the rightful possessor of the land, his applications were repeatedly rejected by the Circle Officer on various grounds.When Upadhyay applied again, officials allegedly failed to find a legitimate reason to deny his request. In an inexplicable move—and without conducting any field verification—the Circle Officer, along with the Lat Mandal, declared the fully healthy and living man as “dead” in government records, effectively blocking his land registration process.The shocking act has drawn strong criticism from the Gorkha Students’ Union, which condemned the negligence in harsh terms.
